Why did the Tokugawa shoguns need to control society?The Tokugawa Shoguns needed to take control of society because of the unbalanced social and economic structures. This inequality was brining war to Japan which was what the Tokugawa shoguns didn't want. The Tokugawa Shogunate needed to uphold the feudal system in Japan. The feudal system being revived meant that there could not be war between citizens. Without the feudal system the classes would be constantly fighting. The Tokugawa shoguns first priority was to make sure that the economic and social structures held in place. They needed to contain Daimyo because each daimyo hired an army of Samurai warriors to keep their family's prestigious lives. But they could use these warriors to kill people.
